When a forum is needed where announcements, news, alerts, etc. are needed that will allow users to comment but not create a post, simply close the forum. This will prevent users from creating new topics, but still allow them to make comments on topics as long as the topic is not also closed.

Doing this will prevent the +New Topic from appearing at the top of the forum.
