Currently its not possible to notify users without their explicit agreement. The reason why Asgaros Forum is using opt-in-only subscriptions are legal restrictions which exists in a couple of countries and the fact that users may not be happy about receiving unwanted emails.
Of course all users who are subscribed (to your announcements-forum) will get notified about the topics inside.
If you really need to notify all users I would suggest you to use one of the available newsletter extensions which you can find in the WordPress plugin repository.
