Restricted Posting to Moderators only

I want to have three user groups: Moderators, members (both need to be logged in) and guests (not logged in)

I have a Notices category that I want to give posting access to moderators but no one else. Others can read but not post. My other categories are to allow posting when logged in as a member. Therefore guests in all categories can only read.

I don’t see that I can do this. Correct?

in closed forums and topics only moderators can create topics/posts. Have you tried it?
