Is there a Minimum Wordpress level capability for moderators?

Hello – in the process of troubleshooting notifications to moderators on New Replies to posts, I’m wondering if moderators need to have a minimum level of access to Wordpress. Do they need to be Level 1, 2, 3, etc.?

Is it possible a lack of some Wordpress capability would affect their receipt of notifications?

there should be no problems with notifications based on the WordPress capabilities. Can you please check the subscriptions of your moderator:
