Is the user of that profile already a WordPress administrator? Please keep in mind that you cannot give moderation-privileges to WordPress administrators. You can also not give yourself moderation-privileges. You also need to be an administrator to give moderation-privileges to users.

Please check out the attached screenshot. If you cannot find those option in the profile of a new WordPress-user with Subscriber role, you have to check your other plugins. Maybe some access-management-extensions is causing some problems in combination with Asgaros Forum.
