How to create a forum just like announcement

In announcement forum in the home page how can I create it such that only admin can create topic there others will only reply or quote.

Hello Mrfresh,

in the structure-setting just edit your forum and activate the “Closed”-checkbox. In closed forums only moderators/administrators can create new topics but everyone can answer in it as long as the topic is not closed as well.
