1). No, I have not tried to manually change it before. So I can slug:% d0% b7% d0% bd% d0% b0% d0% ba% d0% be% d0% bc% d1% 81% d1% 82% d0% b2% d0% b0- – Try to change to Latin / Cyrillic characters?

2). In all browsers this is displayed as cyrillic letters: forum/все-о-туризме
BUT when copying and pasting the forum link, in some browsers it is displayed as is: forum/все-о-туризме
And in others: / forum /% d0% b2% d1% 81% d0% b5-% d0% be-% d0% bf% d0% be% d1% 85% d1% 83% d0% b4% d0% b5% d0% bd% d0% b8% d0% b8 /

Like / forum – they usually look like here.

3). Database backup – Should you just download the entire site?

you should download the whole database or at least this table. You can follow this guide to backup your database:
