Forum descriptions

Using this support forum as an example, Announcements is a forum. The description is “Latest news and announcements about Asgaros Forum.” Click the link to Announcements, and the description is gone within the forum itself. Not a big deal here, but I have a forum with subforums where being able to provide some instructions at the top would be extremely helpful.
As a workaround, is there an option to make a post sticky, so it stays at the top? I can’t find that option, either.
