Is there any way to change that? Perhaps raw coding? I’m setting up a neighbourhood forum which is by invite only so I’d like subscriptions to be on globally, i.e. Opt-Out.

If you want to retroactively subscribe existing users, that is a little trickier, let me know.
See this to subscribe all new registrants to all topics and posts (i.e., notification every time there is any kind of post on the forum). It also shows a modification to subscribe to topics only.
