You can use the usergroups to control the access to the forum. If you create a new usergroup and assign them to your categories in Forum -> Structure, only users who are part of this usergroup can access the content inside of those categories.
If you want to prevent that certain users can access the forum-page completely, you have to check out one of the available plugins for page-access-management inside of the official WordPress plugin-repository.
