Plrase Help with this feature

Report button: to enable members report any body that violate rules guiding the forum.

Like/unlike button.

How to put notice below subject so that members can read before writing their content. So if they violate they can be punished through ban. Since they cannot claim ignorant.

Welcomenotice: when it is guest it will say “welcome guest” if member it will say “welcome username”

Please I place the function in the theme function. Php but did not work.Do. U mean the plugin function.php

And where will i add my notice.
