Usergroups or not?

From other documentation I got the impression that user groups are most appropriate for managing special cases such as “rookie” or “probationary” or “warned once”. Or when people in one group should see only the pages designed for them (such as Prof. X’s class vs Prof. Y’s class).

For example you have a “VIP-Members Only” category and only users of the usergroup “VIPs” should have access to it.
