Topics and messages from the hidden forum

When an admin creates a topic or a message in his hidden forum, notifications about a new topic/ messages come to everyone who is subscribed to “all notifications”. Yes, during the transition, he writes: the topic was not found (it is also hidden) But why send everyone notifications from a hidden forum?

Can you confirm that this user is NOT at least a forum-moderator and also has no administrator-role in WordPress?
