specified forum for usergroups

Hello,

Can you explain to me how to create a forum where members of the usergroup A can post a item, but usergroup B must read the post aswell.

Usergroup A can make a post, and give comment

Usergroup B must only read the post and can’t give a comment

The forum is for login users only
