Partial Forum "Title" search not working

The search-functionality only search inside the titles of topics and the content of posts – not inside the titles of forums.

If “a user” was a logger wanting to join a forum on doing business with the County of Amador and the user types in the search “doing business with the County” What would happen?
Ok, I may not be making sense or presenting this well but. Personally I would want to search for the State and County in which I want to join a forum.
Currently it would require that I “intuitively” know that I would need to “scroll” to the California say.. forum and look for forums within the Parent Forum “California” and in contrast, if I use the “Search” function I would be left with the impression “No Topics Found”

Yes, I get your point. But thats the usual way on how forums work. In general you check the overview to find the correct category and forum where you want to post in, navigate inside it and post your topics/answers there. So those states are always visible/accessible from the overview anyway and a user could just use the browsers search-function to find it more fast (CTRL+F). I dont see much benefits in adding a second search-implementation for something which someone already can find directly in the overview.
