In your picture the WordPress-editor is not loaded anymore. This issue is in 90% of the cases caused by another plugin like optimization-extensions or other. Please disable other plugins one by one to find the plugin which is causing this issue.

You can close forums in Forum -> Structure. In closed forums only moderators or higher can create new topics. If you also want to prevent answering in topics, you can close topics as well.

Thank you, I just tested disable WP rocket that comes good of it, by disabling all the options on this page of WP rocket that solved the problem, thank you!
