I'm probably doing something wrong…

can you first check if this is a compatibility-issue with another plugin? Especially caching-plugins can lead to problems in combination with forum-systems. Try to disable other plugins for a short time for testing purposes to check if its working again after it.

I have created some usergroups, but have assigned none of them to anyone—including myself

It is twentysixteen, with extensive CSS changes and a few custom page templates (the forum is not on one of those)

The answer to both of these questions is the same— me, I’m an (the) admin.
