How to stop everyone from creating new topic?

Hi,
I have set the subscription role for new users to subscribers and a few to spectators. However, everyone seems to create a new topic. I want only the admins or moderators to create new topics and not everyone. How can I do that? new users should only be able to reply or comment and not create topics. What should the user role be for that?

Hello,

in the structure-administration you have to close the forums. In this case only administrators/moderators can create new topics, while normal users can still reply to existing topics.
