Hello. Tell me please. How to prohibit the creation of topics for ordinary users ? If you use the item “Approval is required for new topics from: This option only affects forums that require approval of new topics.” , then it does not work. Any user can still create a topic

Or just for topics to be sent for moderation

You can just close your forums. In that case, only moderators and administrators are able to create new topics inside of them.
