Give Sticky To A Custom Role

Hello! I want to give the opportunity to a specific role or user group to sticky a post instead of letting them bump the post. My idea is to make them buy a membership and give them the option to sticky posts. I saw in the forum that there is kinda answer but it gives all the tools to all the users which I do not want to.

Currently it is not possible to assign permissions based on usergroups. The reason for it is, that a user can belong to multiple usergroups with different permissions – in that case it would be impossible to determine which permissions should get applied.
