yes, administrators have more capabilities:
- access all categories (even if not assigned the right user group)
- can edit the structure of the forum, usergroups, ads and settings
- can change forum roles of users (moderators can only ban or unban)
Moderators can basically only get capabilities in the frontend like:
- edit, move and delete posts and topics
- check reported posts
- can only access the categories that they are assigned to
That are the main differences between an admin and a moderator.
