It seems like you have closed the forum. Please ensure that the “Closed” checkbox for the corresponding forum is not activated. Otherwise in closed forums only administrators/moderators can create new topics.
If a forum belongs to a category which is only accessible to a specific usergroup, only the users of those usergroup can create and access topics inside the forums of the category. For your usecase its not necessary to close the forum itself.
