Best way to build forum ?

I am building a forum where for example i need it to be 5 layers deep but nobody may make something in layer 3. How do i do that

Now its like: Rotations => Class => Specc

And i only want that ppl can post in Specc and not in ant categories before.

Preferabel i want Public=>Rotations=>Class=>Specc and Private =>Rotations=>Class=>Specc

depends on what rights ppl have

you can close the forums in which only moderators/administrators should be allowed to create topics inside it.

But how can i make a sub forum in a sub forum, otherwise i can never get Private =>Rotations=>Class=>Specc
