Approval needed for new topics from: GuestsThis setting only affects forums that require approval for new topics.

Pls see above text and the screenshot attached.

My question is –

“ forums that require approval for new topics” ——— where to set this?

You can enable approval for certain forums in Forum -> Structure. Just edit your forum there and set Status to Approval.
