Admin and Moderators able to create forums, categories and usergroups from frontend

I think it would be a great addition if this is not the way it works. At least for us, as in our e-learning platform, instructors who create the courses will also be administrators to forums as they are the owners of the content. But they have their own dashboard (a variation of the WP dashboard with unnecessary elements taken out) and in this configuration they cannot see the “structure” and “usergroups” tabs from the forum menu.
Can you help me understand how we may achieve this in our environment?
